d3dx9_38.dll problem with Fallout 3

  Hello, I have a problem when trying to run Fallout 3. It says that the file d3dx9_38.dll cannot be found, and to please locate or reinstall the application. I looked on the forum and found a similar problem, and I followed the prescribed steps to no avail. I tried finding the file in C:\Windows\System32, and it was not there. It skips from _34 to _39. When I tried downloading the file using the recommended one in the forum response, it did not work. Can you help me acquire this file? Thanks.
