On exiting windows is advising of an update. Then states installing 1-7. This is happening on every exiting from my PC. (2 laptops were prompted for the same updates once only.Why is the PC being prompted on each exit?updates once only

Windows Security updates fail-(error code 00000646. __Also, when on-line and try to move from one site to another, I get "not responding" and have to wait 5-10 seconds to get the next site.
