StickyService packs May not be offered for installation through Windows Update

    When checking for updates using Windows Update or Microsoft Update you may find that the latest service pack may not be offered for installation. This problem can occur for several different reasons. Below are the most common reasons why the service pack may not be offered:

    ·         You already have the service pack installed and do not realize it. 

    ·         You must install another update before you can install the service pack. 

    ·         You have not installed Service Pack 1 (SP1) and therefore you are not being offered the option to install Service Pack 2 (SP2). SP2 requires you to have SP1 installed. 

    ·         System components that you must have to install the service pack are not installed on your computer. 

    ·         You have a piece of hardware or software on your computer that is listed in the “Hardware and software that if present will result in Windows Update not offering you a service pack” section of this article. 

    ·         You installed a prerelease version of a service pack, and it was not correctly uninstalled before you tried to install the final release version of the service pack.

    In addition to the above list of reasons for why Service Pack 2 is not offered, if an Important update has been offered, has not been Hidden, nor installed, then SP2 will not be offered via Windows Update.

    One can confirm this behavior by hiding any previously offered Important updates, such as Internet Explorer 8, and then click the Check for updates link in the left frame of the Windows Update window. Service Pack 2 should then be offered.

    The only Important update that must be installed and not Hidden is KB955430 , which updates Vista's servicing stack.
    If KB955430 is Hidden then SP2 will never be offered.  KB955430 is included in the full, standalone version of Vista Service Pack 2, which can be downloaded from the MS Download Center .

    Hi,

    I've tried all the advice in these kb articles, but I still can't get SP2 detected in Vista x64. There are no outstanding or hidden updates and all drivers are up to date. I've installed the System Update Readiness tool and no inconsistencies or errors are found. I've rebuilt and had same issue. Interestingly before rebuilding I did try installing manually and it went fine.

    I'm convinced there's a link to x64. On the same hardware I can install Vista 32 and SP2 is detected normally, but as soon as I swap to either Vista x64 or 2008 x64 SP2 is never detected. The same behaviour occurs on my hyper-V VMs on the same hardware.

    Any advice for how I could troubleshoot this further? I really want to get this working via windows updates rather than just installing manually (for reasons way beyond this thread).

    Have you checked the WindowsUpdate.log to see if SP2 is being regulated ? Here's an entry in a WU.log which shows an update being regulated

    If you go back up in the WU.log, it will show which specific update has been regulated as the most recent entries are at the bottom of the log, older entries are towards the top.

    The check for the drivers was done via Windows Update ?
    Is KB955430 showing in Installed Updates
    Since the Vista SP1 x86 systems do get offered SP2 and, I assume, have the same software firewall as the x64 systems, plus they are on the same network, I don't understand why the SP1 x64 systems are not being offered SP2.

    Would you please do the following:

    1. Enable extended logging following the instruction at the bottom of http://support.microsoft.com/kb/902093
    2. Do a scan through Windows Update UI.
    3. Share the resulting windowsupdate.log by putting them somewhere, for e.g. Windows Live SkyDrive.

    This way we can get your issue resolved quicker than us going back and forth with questions and answers. Thank you.

    I may have one teeny idea worth checking. Have any Services been disabled ?

    If the Diagnostic Policy service is not running, associated diagnostics for problem detection, troubleshooting, and resolution for Windows components will not run.
    Check to see if the Diagnostic Policy Service is disabled. Also, check to see if the Service can be stopped and/or started if it's running or not running.

    Hi MowGreen, thanks for the suggestion.

    Alas Diagnostic Policy Service is in fact running, as is the Diagnostic System Host service. Diagnostic Service Host service is not running, it's set to manual but options to start are greyed out. I believe this is normal.

    I now have a perfectly clean build to test this issue. It's a frsh install of Vista with SP1, all I've installed in addition are the Intel chipset drivers, my video drivers and of course the windows updates.

    I'll be interested in your results. I also have Vista x64 and can't get WU to offer sp2.  I've gone through all of the suggestions in KB948343 and none helped and/or didn't apply.

    The critical update mentioned by MowGreen (KB955430) does show as installed.  (Curiously, my troubles with WU started when KB95<b><u>4</b></u>430 - msxml4 sp2 - was repeatedly offered. It still shows in WU History as being successfully installed - twice - but I finally got WU to stop offering it, even though it apparently isn't actually installed on my system).

    At MowGreen's suggestion, I checked the System Update Readiness Tool logs, but both CheckSUR.log and CheckSUR.persist.log showed no errors.

    Although my WU log does show numerous issues, including FATAL, WARNING, and "regulated" items, those are all in older WU sessions. The last WU session looks OK to me.

    I opened a ticket with MS support last Thursday but have not received any substantive response yet.

    I have a "free upgrade" of Win 7 coming. If I can't get this resolved, I'm just going to do a clean install of Win 7 and hope that things go better with the new OS.

    Microsoft Support's answer to me for this situation was to download and install the stand-alone SP2 package, and to install it in clean boot mode (using msconfig).

    I have not done so yet.

    I have a "free upgrade" of Win 7 coming. If I can't get this resolved, I'm just going to do a clean install of Win 7 and hope that things go better with the new OS
    Nice.  Support recommended a manual installation of the standalone of SP2 and installing it from a Clean boot state.
    Then what purpose does Windows Update serve for the application of Service Packs ?

    FWIW, I always recommend the manual installation of a Service Pack with the antivirus/security software completely and totally disabled. Having it install via automatic updating is akin to playing Russian Roulette.
    It's good to see that Support agrees with me.

    Move to Windows 7 as soon as you get the free upgrade, Pete.

    Thanks. That sounds like good advice to me ... but it's always nice to have Windows Update tell you that something as important as a service pack is available and that your computer is ready for it.  Then, you can download and install the new service pack manually.

    BTW, standalone Vista sp2 installed quickly and with no problems. But I'm still going to do a clean install of Windows 7 ... this machine is locking up too often for a brand new computer; there clearly is some underlying conflict among the s/w that Lenovo pre-loaded.

    it's always nice to have Windows Update tell you that something as important as a service pack is available and that your computer is ready for it.
    Agreed. Having Windows Update notify one when Service Packs are available and the system is ready for it is a great feature of WU.
    It's unusual to hear that SP2 was not offered to your Vista system. I can only offer guesses as to why but, there are quite a number of drivers that are specific to laptops. That would be the most likely culprit to me.

    As to the software that OEMs load on their systems ... please, don't get me started. <w>
