    While installing updates on Oct 13 some updates were successful while others failed the ones that failed were office 2007 updates: Microsoft Office Outlook 2007 (KB972363), Microsoft Office Visio Viewer 2007 (KB973709), 2007 Microsoft Office System (KB972581), 2007 Microsoft Office System (KB974234), Office Outlook 2007 Junk Email Filter (KB974810). I have downloaded the microsoft fix-it tool and it didn't solve the problem. Please help.

    Which update are you trying to install?

    What is the full error code that you are receiving?

    When are you receiving this error, when you are downloading, or installing?

    There should be an error with a format such as: error 8007002b if you could provide this information it would be helpful to us.

    im geting the same error scince the 30th dose this mean i have that new confliker?? "WindowsUpdate_00000646" "WindowsUpdate_dt000" what i gives me  everytime i try tp update, the upadtes that ar trying to up date are:

    Microsoft Office PowerPoint Viewer 2007 Service Pack 1 (SP1)

    Security Update for 2007 Microsoft Office System (KB954038)

    Security Update for Microsoft Office 2007 (KB951550)

    Security Update for the 2007 Microsoft Office System (KB951944)

    Security Update for the 2007 Microsoft Office System (KB954326)

    Update for Office 2007 (KB934391)

    Also: after it fails it says: Code 646 windows update encountered an unknown error
    I am currenlty using Eset NOD32 Smart Security Business Editon. This was just updated today, automaticly. I also use TweakReg and Spybot. Im like freaking out because I cant update and i heard that the confliker will, let you not update and totaly crash your pcs ram HD, CPU, Prossesser and everything, also causing 2.2billion in damage I have no idea it those two statments are true, but i am worried. Please help thanks.

    I get the same error, for the same updates.  If what you say is true....SOMEONE HELP!!!   I kept looking for that error code you are the only one I've found so far.  I thought I was the only one.  Also, during these failures (there were plenty) I lost Acrobat 8 and have tried to reinstall but I keep getting the message "A problem has caused.....Adobe Reader 8.1 has stopped working".  I don't know what's going on but I seem to be having alot of problems with my system.  I can't even back up my files to a CD or DVD (I can't format any kind of disc) and take it in to a pro to be fixed because I'm afraid I'll lose everything.

    Hi BobGrama,

    I would suggest that you check your system for viruses/malware. Here are some options that Microsoft provides. Also some other options:

    “1. Run the Microsoft Windows Malicious Software Removal Tool

    2. Download, install, update and run:

    SUPERAntispyware (freeware) and Malwarebytes' Anti-Malware (freeware).

    3. Run this online scan (in safe mode with networking, if possible):
    http://onecare.live.com/site/en-us/center/howsafe.htm

    If still no joy... 
    see and follow carefully:
    "
    Checking for/Help with Spyware, Malware and Hijackware".”

    I have been unable toinstall my updates since around February -- march 2009 and keep getting error code 646.  I'm not running my computer in safe mode and the updates that I am unable to install are Powerpoint viewer Service pack 2, Microsoft office suit service pack 2, update for microsoft outlook junk email filter, and update for 2007 microsoft office system.  Thank you.

    none of the solution you refer me to worked.  My update does not have anything to do with windows live except for the email junk filter and my computer was not running in safe mode.

    Hello Ayuliani,

    A brief research on this error code requires you to temporarily disable your firewall first and the run windows update. After updates are successfully installed,
    make sure to re-enable your Firewall once your PC restarts.

    Hi David,

    I did both your suggestions to ayuliani but still the error code persists.  Not even disabling the firewall did anything.

    I have almost the same problem updates as ayuliani
    I am very conscientious with my updates and their installation and this error code bothers me.

    Thank you for using the Microsoft Vista Answers Forum!

    This problem occurs when the Windows Update agent file Wups2.dll is registered incorrectly in the registry. Because the registry files that correspond to the Wups2.dll file are missing, update installations are unsuccessful. There are two methods to resolve this issue, use method one first and if it did not resolve your issue, proceed to method 2

    Method 1: Register the Windows Update files

    1.       Click Start and then type notepad in the Start Search box.

    2.       Click Notepad in the Programs list.

    3.       Copy the following commands, and then paste them into the opened Notepad window:

    REGSVR32 WUPS2.DLL /S
    REGSVR32 WUPS.DLL /S
    REGSVR32 WUAUENG.DLL /S
    REGSVR32 WUAPI.DLL /S
    REGSVR32 WUCLTUX.DLL /S
    REGSVR32 WUWEBV.DLL /S
    REGSVR32 JSCRIPT.DLL /S
    REGSVR32 MSXML3.DLL /S

    1.       In Notepad, on the File menu, click Save As.

    2.       In the Save as type list, click All Files.

    3.       In the File name box, type register.bat.

    4.       Save the Register.bat file to your desktop.

    5.       Right-click the Register.bat file, and then click Run as administrator.Collapse this imageExpand this imageIf you are prompted for an administrator password or for a confirmation, type the password or click Continue.

    6.       Try to install updates again.

    I get the same error everytime it tries to install

    Update for Microsoft Office Outlook 2007 Junk Email Filter (KB972691)

    I've running the malware and it didn't find anything.

    I downloaded the update and tried to manually update and it says it's already installed and won't continue.

    I checked the outlfltr.dat file and it's the old one.

    I tried renaming the file and running it with no success.

    The auto update keeps trying to have me install it everytime I restart an it fails.

    I got this error. I am using vista. It took me a while and scans found no malware, yet got this error again, then finally I viewed the failed updates. With each failed update right click and select view details. Then just download and run. Do this for each failed update and problems solved.

    I am running Vista Home SP2. I downloaded each of the above updates and installed them without problems. But I keep getting the same error. I have six more Office 2007 related updates that fail to install with the same 646 error code. Then on the Start button the (I) or sleep? button indicates I have to shut down to install 6 updates. After doing so, the same 6 updates are waiting to be installed and the shutdown button again indicates I have updates to install on shutdown.

    Obviously KB942101 does not apply here.

    Before your next attempt to install these updates, insert your Office 2007 CD into the appropriate drive-bay. If no joy, either run an Office Repair or reinstall Office 2007.

    I bought Office Student/Home 2007 on 10/3/09 over the web from the MS store. There is no CD. But I have run Office Repair and rebooted, including power off shutdown. And I keep getting 6 Office 2007 updates that fail to install. Also, the power off button will sometimes show, after I try a single install of an update, that an update will be installed after I shutdown. Sometimes it says all 6 will be installed. But they keep coming back up. I think my registry may be corrupted.

    Are you still getting the same 00000646 error or a different one now?

    Other users have claimed that having an Office 2007 application (e.g., Word) open while beginning to install these updates have led to success but YMMV.

    See if deleting the contents of C:\WINDOWS\SoftwareDistribution\Downloads <=this folder & a reboot makes any difference.

    Yes, you certainly could try installing http://support.microsoft.com/kb/967642 manually prior to attempting to install Office 2007 SP2 again.

    If still no joy, did all this start only after you'd installed Vista SP2?

    It's interesting. I only have this problem installing Office 2007 related updates thru Windows Update. This page has a link to a fix for the 646 error that I tried and even that doesn't work.

    I installed Office Student/Home 2007 from a download and have just purchased a replacement disk because I think the download version may be funky. I have uninstalled Office 2007 and redownloaded/installed it. I even did a repair on it. And I also customized the product so that it was all installed instead of asking as it does when you don't do a customized install.

    I will keep trying different things including re-installing all of the updates manually as you have suggested. I've done this once and uninstalled a minor one to see if it would install after running the suggested fix for the 646 error from the link I found on the right border of this page. But again no luck. No office product or document has been open during the updates.

    Download - SAVE - go to where you put them - Right Click on - RUN AS ADMIN

    Try this - Control Panel - Windows Updates - on each Update that will not install - Click the Important Updates
    or the Update itself - double click one then click View More Informations (or click on it then View on right side)

    Those will take you to a page where  you can download the update.

    Or go here and put in the KBxxxxxx number to download it. Download Center - put in the KBxxxxxx.

    Microsoft Download Center

    Download - SAVE - go to where you put them - Right Click on - RUN AS ADMIN

    Then you can Right Click on the Update in Windows Updates and HIDE.

    Have you tried disabling the firewall from the Mcafee Security Centre before running Windows Update?
    When you do, you can turn on the Windows Firewall to be safe.

    Hi Kim - yes, I've tried installing the updates with the Mcafee firewall turned off, but it doesn't help I'm afraid.  There are 4 updates that still won't install (error code 646).  The updates that won't install are:

    While installing updates on Oct 13 some updates were successful while others failed the ones that failed were office 2007 updates: Microsoft Office Outlook 2007 (KB972363), Microsoft Office Visio Viewer 2007 (KB973709), 2007 Microsoft Office System (KB972581), 2007 Microsoft Office System (KB974234), Office Outlook 2007 Junk Email Filter (KB974810). I have downloaded the microsoft fix-it tool and it didn't solve the problem. Please help.

    I found that solution on someone else's post of the same problem and it worked. I downloaded them manually and ran as administrator. I really hope this issue gets resolved it was a real pain.

    This problem occurs when the Windows Update agent file Wups2.dll is registered incorrectly in the registry. Because the registry files that correspond to the Wups2.dll file are missing, update installations are unsuccessful. There are two methods to resolve this issue, use method one first and if it did not resolve your issue, proceed to method 2

    Method 1: Register the Windows Update files

    and you can REMOVE any you do not want on list. Then on LOWER LEFT check -> Prevent programs

    Hi Kim - yes, I've tried installing the updates with the Mcafee firewall turned off, but it doesn't help I'm afraid.  There are 4 updates that still won't install (error code 646).  The updates that won't install are: 

    KB973636; KB973709; KB972581; and KB974234

    The error code 646 is typically a error result from the Windows Installer.  I was wondering if you can enable to logging features so that we can capture additional details.

    You will need to follow the steps in this KB article. In the article make sure you follow the steps under Method #3 (where it begins: "To enable Microsoft Installer Logging and Windows Update Verbose Logging in Windows Vista or in Windows Server 2008..."

    Once you have done the changes to the registy to enable logging, run the installer for one of the updates.  (example: KB973636).  Here is the download link for KB973636.  Assuming that the installation would fail, we can then grab the log file from the installer.  To locate the log file, you will need to follow these steps:

    1. Click Start Type %temp% in the Start Search box, and then OK or press ENTER.
    2. Locate a recent file that start with "msi".  (if you see multiple log files that starts with "msi", be sure to take the most recent one).

    Let me know if you have any difficulties with the steps..

    I followed Kevin's solution above and installed the updates manually by clicking on the links in his post.  They all worked - the only link that was missing was

    This problem occurs when the Windows Update agent file Wups2.dll is registered incorrectly in the registry. Because the registry files that correspond to the Wups2.dll file are missing, update installations are unsuccessful. There are two methods to resolve this issue, use method one first and if it did not resolve your issue, proceed to method 2

    Method 1: Register the Windows Update files

    1.       Click Start and then type notepad in the Start Search box.

    2.       Click Notepad in the Programs list.

    3.       Copy the following commands, and then paste them into the opened Notepad window:

    REGSVR32 WUPS2.DLL /S
    REGSVR32 WUPS.DLL /S
    REGSVR32 WUAUENG.DLL /S
    REGSVR32 WUAPI.DLL /S
    REGSVR32 WUCLTUX.DLL /S
    REGSVR32 WUWEBV.DLL /S
    REGSVR32 JSCRIPT.DLL /S
    REGSVR32 MSXML3.DLL /S

    1.       In Notepad, on the File menu, click Save As.

    I have been experiencing the same porblem with the same updates.  I also still have MS Works 8 installed and got the same update error code 646 for it.  I have tried Method 1 in Divya R's response below and can report that did not work for me.  I will try the other method next.  Note I also had a failed update with error code 643 for the Microsoft .NET Framework 1.1 Service Pack 1 Security update (KB953297).  It was recommended that I first uninstall the Service Pack 1 and the .Net Framework 1.1 and then reinstall them, then down the security update manually and run it manually after saving it locally.  That did correct that problem.  I was hoping I might be able to try manually downloading some of these Office 2007 updates to see if a manual install would work for them but have not been able to find the links to the update files in the Bulletin for the updates like I did for the .NET Framework update.  I will let you know if Method 2 below works for me next.

    First I hid the updates and then I went to the microsoft website and downloaded the updates manually and then right clicked the file and selected run as administrator and that seemed to work. I was able to download other updates so I'm not sure why these particular updates didn't install. A lot of people having been having the issue so I think there is a problem on microsoft's end.

    Please be aware that I have been having this 646 error also. I tried multiple times to install the 4 or 5 MS Office updates. I then installed them manually and I was able to do so with no problems. However, I added another program to Office 2007 (Groove) and I had some of those same updates to perform again. This was no surprise. Windows update gave me the 646 error when I tried to update my computer again.

    Here is my fear, I will now have to install all updates manually and this I will not stand for, otherwise why have a program that will not perform its tasks. I see the problem as a permissions problem with Vista because every time in the past when I had a problem with Vista it was a permissions problem. I had to give the update files permission before they would install. Hope this helps.

    Try the following steps to install the update successfully.

    ·         1.       Click Start and then type notepad in the Start Search box.

    2.       Click Notepad in the Programs list.

    3.       Copy the following commands, and then paste them into the opened Notepad window:

          REGSVR32 WUPS2.DLL /S
    REGSVR32 WUPS.DLL /S
    REGSVR32 WUAUENG.DLL /S
    REGSVR32 WUAPI.DLL /S
    REGSVR32 WUCLTUX.DLL /S

    I'd like to throw my name in that hat on this one too...I have Windows 7 Ultimate Edition (Yes it's legal and I already have it)  I can't manually install the updates.  I've tried to disable my virus scanner and my firewall but no luck.  I tried creating Register.bat and turning on the OSE service.

    Ohhhhh Yahhhhh !!! Thank U - Thank U - Thank U!!!!!!!  It's 5:34A.M. here... it's been snowing like crazy... windy... cold... and I've been stuck in this house for 3 dayz with NOTHING 2do.  Normally when this happens, I try to browse to the end of the internet (it helps me avoid cabin-fever).... but noooooo! Not this time, I have spent all my time trying to figure out why ONLY these 5 updates wouldn't install... and now, finally, I can brush my teeth, maybe take a shower, leave ALLLL my clothes OFF- and get some rest!!!  Muuuuahaha!  I'm delirious right now... nearly brain-dead... where am I?  but so happy!!

    You see, I didn't get a chance to post a question on this site, it seems that quite a few other people were having problems installing updates KB972363, KB973709, KB972581, KB974234, KB974810, and therefore, the questions I wanted to ask were already posted.  Seriously though, I thought for sure something was screwed up on my comp... and it's new too!  Blahhhhh!!

    Nonetheless, I followed all the links Kevin Hau posted, then downloaded the 5 updates, and followed your instructions to install them using the option "Run as administrator".... and WA LAH!!!  It was magic!!  The updates installed... the check-mark is green!!  Such a relief!! 

    A bit about me.... ummmm... I probably know enough about computers to get myself into trouble so I did not know I could even install updates using the "Run as administrator" option.  I'll have to research what "Run as administrator" really means, but back to what I was saying... I'm not a computer expert but when I get myself into trouble trying to fix something I always manage to get myself OUT of trouble by painstakingly and tediously researching for a solution.  I should have just researched the problem more in depth first - - the answer was right here all this time; again, thank you.

    I get code 646 Windows Update encountered an unknown error too.  When I try the fix, I get access denied. I am the only user on the computer, as far as I know I'm in Admin mode.  Never changed it to anything other than admin mode.

    I tried the  suggestion that Douglas  O.  gave  by useing note pad.  when i tried to registar the items a flag comes up stating the following:  This module  "WUPS@.DDL/2 failed to laod.              Make sure the binary is stored at the specified path or debug it to check for problems with the binary or dependent.ddl files.   the specified module could not be found.  any help would be appreciated.

    I had the same problem with three of these updates not being accepted, what I did was enter my first KB update into' google'
    does not matter which number you enter first, you should see the Windows Download Security Center page and all the other
    KB downloads Numbers.I then downloaded the updates again one at a time 'saved', then Opened and Ran the updates again 
    and this time they were all accepted and installed successfully. Hope this works for you, best of luck.

    I been having the same problem this morning with MS Office 2007 and MS Works.    However, after one try, I received a message saying "Updates not needed."

    Still don't know the problem's solution, but evidently we are not alone.

    I keep getting this error code when I try to install updates KB973709, KB972581 & KB974234. I've tried the fix it stuff on here & none of it has worked. Is there anything else I can do?

    Try this - Control Panel - Windows Updates - on each Update that will not install - Click the Important Updates
    or the Update itself - double click one then click View More Informations (or click on it then View on right side)

    Those will take you to a page where  you can download the update. Or go here and put in the KBxxxxxx number
    to download it.

    Download - SAVE - go to where you put them - Right Click on - RUN AS ADMIN

    How do you fix the code 646?
    Possibility: Windows Update agent file Wups2.dll is registered incorrectly and registry files that relate to the Wups2.dll file are missing.

    Method 1: Register the Windows Update files

    1. Click Start and then type notepad in the Start Search box.
    2. Click Notepad in the Programs list.
    3. Copy the following commands, and then paste them into the opened Notepad window:

    D: is the drive where Windows is not installed (ie a flash drive or a 2nd hard drive etc)

    Try inserting your Office CD into the appropriate drive bay prior to attempting to install the updates again.

    I had the same problem, 5 updates that would not install.

    I tried to manually update them, but only I could only locate one update that could be manually downloaded. On that update, I had to accept the terms and conditions to get it to install.

    I tried again to install the four remaining updates, but they would not install.

    I noticed that I had 3 optional updates, so I tried to install the optional updates along with the remaining four critical updates.

    Everything installed.

    I am not able to Install 5 Updates precisely and evertime i try to install them i get Error message "WindowsUpdate_00000646" "WindowsUpdate_dt000"

    I have tried and check for malwares but found none .

    I  been having problems with windows updates............I had 16 important updates to download.......12 was downloaded and 4 kept getting error code 646.  Turned off firewall and tried again...with no luck.  While checking forum with people with the same problem.  I read one suggestion telling me that If you have Window live messenge new version pop ups, which I did, but ignored the pop up.  After reading suggestion from forum, I finally clicked on windows messenger new version and completed the download.  I restarted my windows vista home premium laptop,
    with my fingers crossed I tried again to download windows update......,,with a blink of an eye....download was completed.....no error code 646.  Worked for me might work for you.
    I was so desperate to fix problem, I called micro -soft technical support line.  Agent said  I would be charged estimate amount of $100,00 but less then $200.00.  Thank goodnes I waited to check forums pertaining to the same problem I had.   Very Happy!!!!!!

     I am losing all faith in Vista. I have 2 computers with it on. Sure would be nice for Microsoft to give Vista users a FREE upgrade to Windows 7 since Vista has been nothing but PROBLEMS since it came out.

    Solution for code 646:

    Stop the services pertaining to Windows Update.

    1. Click Start, click All Programs, click Accessories, right-click Command Prompt, and select Run as Administrator.

    2. If you receive a notification from User Account Control simply click Continue.

    3. At the command prompt, type the following commands and then press ENTER after each command.

            net stop wuauserv

            net stop bits

            net stop cryptsvc

    4. Please do not close the Command Prompt window.
