Has Service Pack 2 been offered by Windows (Automatic) Update yet ?
Windows Vista and Windows Server 2008 service packs are not available for installation from Windows Update and are not offered by Automatic Updates
Cause
This problem can occur for many different reasons. However, the following reasons are the most common:- You already have the service pack installed and do not realize it.
- You must install another update before you can install the service pack.
- You have not installed Service Pack 1 (SP1) and therefore you are not being offered the option to install Service Pack 2 (SP2). SP2 requires you to have SP1 installed.
- System components that you must have to install the service pack are not installed on your computer.
- You have a piece of hardware or software on your computer that is listed in the "Hardware and software that if present will result in Windows Update and Automatic Updates not offering you a service pack " section of this article.
- You installed a prerelease version of a service pack, and it was not correctly uninstalled before you tried to install the final release version of the service pack

Hello Wolraf,
Thank you for visiting Microsoft Answers forum.
I would recommend to disable any security software that you might have installed in your computer.
Then try downloading the stand alone update and see if installs that way from the following link.

Thank you for your advice. How would I go about disabling any securtity software? i attempted to download the stand alone that you suggested and received the following:
This update has already been applied or is included in an update that has already been applied.
Please advise.
Matt Farlow Hello, Matt
If you have any Anti-Virus/Malware/Spyware or third party Firewall programs you will need to refer to the developers for instructions on how to disable them.
That error message appears to be something that would happen post-install, and as the message said when you tried to install the stand-alone version, it was likely installed.
To be safe though, you can do a System Restore to before the update was initially installed and reinstall that update manually rather than through Windows Update. You can do a System Restore by going to Start, All Programs, Accessories, System Tools, open System Restore and select a date before the update was installed.
We look forward to hearing back from you.

For home users, no-charge support is available by calling 1-866-PCSAFETY in the United States and Canada or by contacting your local Microsoft subsidiary. The error code means that another window or process could not be opened. Since it occurred during the download phase, then it's related to either a popup/cookie blocker or other security software, as David has already stated.
A less likely cause here would be that it's related to the presence of malware.
Did you disable System Restore, Matt ?
Is there a Norton or McAfee 'product' installed or are you running something that your ISP provided ?
Is this the only update that the system is having an issue with ?

I am not sure why the system restore was disabled. I am currently running AVG for my protection but I do not believe this would be why system restore was disabled. Unfortunately this is not the only update I am having issues with. I have been able to update since the problems began, (update for .Net Framework 3.5 Service Pack 1 for the .Net Framework Assistant was successful) but updates relating to office have all failed. That is, all failed updates are PowerPoint, Office excel, Office outlook, Office word and the like. They are all Security updates for office.
Beyond this, as I have mentioned before, I have attempted to update each of these individually but continue to recieve the following message:
This update has already been applied or is included in an update that has already been applied.
I am at a lost as to what to do.
I would use the support system but I am not in the North American location - I am in the UK so any assistance you have is greatly appreciated.

I'm not sure what is causing the Office updating issue but having System Restore disabled is not a good sign.

Either there is malware present, AVG is interfering with the installation of the Office updates, the Office installation is corrupted and needs to be repaired/reinstalled, or the system is unstable and needs to be repaired or reinstalled.
First, download and save Malwarebytes Anti-Malware
Click the Download free version button
Then read this tutorial on how to install, update, and scan with it.
Prior to scanning the system, temporarily disable AVG
Click the above link for instructions.
Now scan the system by doing choosing Perform quick scan and then click the Scan button.
IF nothing was detected, then let's clear out the temporary location of the downloaded updates.
Do not reenable AVG yet.
How to show hidden files, folders, and system files in Vista
Click the Start orb
In the Start Search field type in cmd
*Right* click cmd.exe and choose 'Run as administrator'
Follow the prompts to allow the Command Prompt to run in an Elevated mode
At the prompt type in the following pressing Enter after each command
net stop bits
net stop wuauserv
Leave the Command Prompt window open and open the Computer icon on the Desktop or Start Menu
Navigate to WINDOWS\SoftwareDistribution\Download
Delete all contents of Download
Close the window
Back in the Command Prompt window, type in the following pressing Enter after each command
net start wuauserv
net start bits
exit
Restart the system and see which updates are offered.
If they are all updates for Office, choose only one update to install and restart the system if prompted to.
If it installs, then go on to the next one , restarting the system when prompted to.
IF malware was detected or the Security updates for Office still will not install, then suggest you contact a local MS office.
For assistance in the UK ... click this link
The location should now show as the UK .
If not, select it from the drop down window and click the arrow next to it to proceed.
That should take you to a page with contact information, Matt.
Remember to reenable AVG afterwards.

Followed all of the above. No malware detected. Still had trouble with automatic upload but was able to upload individual updates manually. However, I am still having an issue with KB957784 - the security update for microsoft powerpoint 2003. I manually run through download process and still receive:
This update has already been applied or is included in an update that has already been applied.
I am baffled.

This is the full file download of KB957784 that you manually attempted to install, correct ? -
office2003-KB957784-FullFile-ENU-CSA.exe
Let's compare file versions and see what's going on here. From the KB article :
File name File version
Powerpnt.exe 11.0.8307.0
Pp7x32.dll 11.0.8305.0
Do a Search ( with hidden files, folders, and system files showing ) to see where those files are located and what version they are at, please.
And, can System Restore been enabled now, Matt ?
MowGreen MVP Data Center Management - Update Services Consumer Security- MowGreen-
Full file download was what was installed. Furthermore, the listed file versions are indeed identical to what you have listed.
System Restore has been enabled.
Would it matter if I download and install Service Pack 2 for Vista?
Cheers for the time and effort.

Matt
Since the files match the versions included in the update then consider KB957784 installed, Matt. Hide it if it's offered again.
Installing Vista SP2 has nothing to do with KB957784, however, you should install it if and when it's offered.
So, the question is ... has Service Pack 2 been offered yet ?

Thanks again for your assistance. Two final things: 1) How do i Hide the update? 2) Service Pack 2 has not been offered on my update but I can download it from Microsoft. Is this something I should do?

- I too have received the message
This update has already been applied or is included in an update that has already been applied.
regarding MS09-017 for several months. I have a machine that must receive its updates indirectly (via CD). I use the Microsoft Baseline Security Analyzer to determine which patches are required, go download those patches (by "MS0x-*" number and "KB*" number, English description, and KB URL, since no subset is sufficiently specific). MS09-017 has been continuously recurring on the list of needed patches generated by MBSA for about six months. When I download the relevant patch and apply it, I get the message quoted above.
Most likely, this was caused by a subtle failure of the manual patch process -- some patches are obsoleted in whole or in part by other patches, and/or some patches must be installed before other patches. I have had this happen with IE patches -- a roll-up patch for the currently installed version *and* an update to the next version will be listed together. Whether the roll-up will work depends on what order these two things are installed...
Recently, I went through the exciting process of writing the URL for the patch returned by MBSA in detail and downloading that patch instead of trusting the MS09-016, KB-blah-blah-blah, et al. This URL points to an installer not reachable through any of the other keywords that I normally use to select patches. The URL is this:
http://download.windowsupdate.com/msdownload/update/software/secu/2009/05/powerpnt_eec432ee3e9227363077e36459294e2e41f2ee64.cab
Download this CAB file. Open is (using CabViewer, 7-Zip or any other method you prefer) and extract the POWERPNT.msp file. Double-click it. The Office Installer will run, churn for a while applying this patch, then claim to have successfully applied it.
After the above, MS09-017 is no longer reported by MBSA as needed for my computer.
