Are you the administrator of the account?
If not, login with the account that has administrative rights and try changing the picture.
Have you also tried browsing for more pictures from User Account console in control panel, then navigate to your computer and set it as your profile picture? If not, try doing that also.
If that doesn’t work, check the following settings.
Login with the account that has administrative rights. Open group policy editor.
To do so,
- Go to start and type gpedit.msc in the field provided.
- Select gpedit from the program list.
- Under Computer configuration, navigate to Administrative Template> Control Panel > User Accounts
- Double click on the setting apply the default logon pictures to all users.
- Click on disable apply the Default User Logon Picture.

By now you should be able to change the account picture successfully.
