    Hi,

    Welcome to Microsoft Answers community.

    With which program are you trying to open the file?

    You need to open the file in word document, wordpad or in a notepad. Make sure that none of the programs are using that file when you try to open it. If you are not able to open the file from your USB device where it is stored currently, copy the file on to your harddisk and then try to open it.

    To open the file in Document, worpad or notepad format, follow the steps mentioned below.

    Right click on the file click on open with>Choose program>Select one of the file formats(Document, worpad or notepad) as suggested above and try to open with that.

    To make sure that none of the programs are using the file, put your computer in selective startup that would disable all the third party programs that are running in the background.

    1).Open System Configuration by clicking the Start button Picture of the Start button, clicking Control Panel, clicking System and Maintenance, clicking Administrative Tools, and then double-clicking System Configuration. Administrator permission required If you are prompted for an administrator password or confirmation, type the password or provide confirmation.

    2).Click the General tab, click Selective startup, and then clear the Load system services and the Load startup items check boxes.

    3).Select the Load system services check box, click OK, and then click Restart.

    Once done with the above steps, don’t forget to put your computer back to normal startup mode.

    To return your computer to a Normal startup mode, follow these steps.

    1. Click Start in the Start Search box.

    2. Type msconfig, and then press ENTER.

        If you are prompted for an administrator password or for a confirmation, type the     password, or click Continue.

    3. Click the General tab.

    4.  Click Normal Startup - load all device drivers and services, and then click OK.

    5. When you are prompted, click Restart to restart the computer.
