Hi,
Some antivirus/security products could be causing this error. McAfee, Norton, Windows Live OneCare,
Threatfire are a few. Which antivirus/antispyware/security products do you have on machine now. And
which have you EVER had on it even if you uninstalled them. (These leave remnants which cause
strange issues.)
Check the default services and dependencies to make sure they are running.
