activexreplacer appears on task bar.
- I can't tell that it is affecting any programs. Wondered how it was installed and how to remove it. Also, what's it for?

The toolbar activexreplacer might have gotten installed automatically when you visited the maufacturer's website.
Step 1: If you do not want it to appear, you can go ahead and uninstall it.
a) Open Programs and Features by clicking the Start button , clicking Control Panel, clicking Programs, and then clicking Programs and Features.
b) Select anything which talks about activexreplacer , and then click Uninstall. Some programs include the option to change or repair the program in addition to uninstalling it. But many simply offer the option to uninstall. To change a program, click Change or Repair. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.

Note: Try to uninstall only if you no longer use it. If any applications are related to activexreplacer then it might not work.
Step 2: Download and install Windows Installer Cleanup Utility: - remove installation information for programs that were installed by using Windows Installer

- Are you using any web building software or something like that?
Download and install CCleaner and uninstall the unwanted program:
http://download.cnet.com/ccleaner/
If that does not help then try clean boot and check:
http://support.microsoft.com/kb/929135
If that also fails then try new user:
http://windows.microsoft.com/en-us/windows-vista/Fix-a-corrupted-user-profile
Also run a malware scan by installing Malwarebytes:
