I get error message 0x800ccc92 with Windows Mail asking for my user name and password.

Contact your ISP(Internet Service Provider).
They provide you your Broadband/Dial-up connection.
Ask them for:
username
password for your Broadband/Dial-Up Account with them
incoming mail server POP3
outgoing mail server SMTPThe above info is required to set up Windows Mail.
ISPs are normally happy to help you set up your Email Account.
