Hello hoshtemy77,
Welcome to Microsoft Answers!
As you see that one of the Microphone status shows as it is working, I suggest that you set that microphone as default. You can check step 3 in the the previous thread to set the Microphone as default.
You can also check out the below thread that had several potential steps to fix the issues related to Microphone:
I also searched the model for your Laptop on Toshiba website and I that this Model is available in the Europe website. Here is a link I found:
Since you have reformatted your computer, there could be drivers missing on the computer. You can check if there are latest drivers for your Sound card from the drivers section. You can try to download the latest driver and try to install it.
I hope that this information helps.

- Hello hoshtemy77,
To adjust the volume for your microphone in Windows Vista, follow these steps:- Click Start, type mmsys.cpl in the Start Search box, and then press ENTER.
- In the Sound dialog box, click the Recording tab.
- Click Microphone, and then click Properties.
Note Make sure that Working appears under Microphone. If Working does not appear, click Microphone, and then click Set Default.
- Click the Custom tab.
- Select or clear the Microphone – 20dB Boost check box.
- Click the Levels tab.
- Adjust the volume slider to the level that you want, and then click OK.
- Click OK to close the Sound dialog box.
To enable sound for the line-in connection
-
Open Audio Devices and Sound Themes by clicking the Start button
, clicking Control Panel, clicking Hardware and Sound, and then clicking Sound. -
Click the Playback tab, click Speakers, and then click Properties.
-
Click the Levels tab, and then, under Line In, click the Mute button
to enable sound for the line-in connection.
The line-in connection is muted by default
Hope this helps you. Let us know either way. Make it a great day!
