On Windows Vista, the taskbar reverted to a classic-like view but is technically not in "classic mode." Additionally, the desktop icons are gone, but the names of the icons are still there and are click-able. How do I get my old appearance back?

I'm trying to enlarge some photos that I downloaded from my mobile phone to set them as background images on my desktop. But everytime I enlarge them, the resolution is really bad-ie: blurry, etc. help?!__
