- I have a dual boot system (Vista Ultimate & Windows 7 Ultimate) both 64 bit. I was running the second OS as Windows 7 RC, but as soon as Windows 7 was officially released I puchased the Windows 7 Ultimate (not the upgrade, went with full version). So, that's really the only big change I have to my workstation in last few days (it was working fine prior to nuking the RC drive and reinstalling Windows 7 Ultimate)?
Of course I've screwed around with other things and installed a few other utilities since October 22nd so I can't really say the issue is related in any way to Windows 7 (e.g., I installed and then removed cygwin, then reinstalled it).
I'm running Microsoft's Sequrity Essentials for virus checking.
Also, in conjunction with this problem (Settings.ini is being used by another...) I'm seeing other anomalous behavior, e.g.,
(1) Firefox refuses to run
(2) Workstation appears more "slugish" but using process explorer does not show any processes or disk access out of the unusual.
(3) I get an error dialog box something about "iReboot failed..." (I was using Neosmart's software for managing my multi-partition boot stuff).
(4) I can't even get to a restore point or run recovery software :-(
The account all this is happening to has administrator privileges.
I ran SFC (System File Checker) and it identified NO problems?
I went into safe mode, didn't realize you COULD not restore from Safe Mode. So, while in Safe mode I did a "chkdsk /f" to make sure all the disks were OK (had to reboot). Went into my admin account (the new one I created which does not suffer the "Settings.ini ..." issue). and attempted to Restore my system from a few days ago.
I'm running a Infrant (now netgear) ReadyNAS NV+ NAS off my network and my full and incremental (daily) go to there.
Guess what, I've tried this several times now (restore) and each and every F'in time "Restore Files (Advanced)" fails with a dialog box:
"The restore did not complete successfully
Resture did not finish successfully. Error code:
The backup file could not be found. Check your hardware configuration or resture from a different backup. (0x8100001A)."
Another "anomaly" I'll note (in an attempt to help any one elicit some suggestions about how I might proceed with fixing this "Settings.ini is being used by another process...") is that in ANY of the accounts I've been referring too, (both admin, one effected with the problem, the other a new account which seems fine) is that when I run "Windows Help and Support" I notice the little icons/pictures next to the bulleted items do not appear, instead what shows is an white box with a red check mark in it?
I did not see this prior to the issue in question starting. It's almost as if permissions on files/folders have been screwed up or something???
Any way, just another breadcrumb in trying to trace the problem out :-(.

Make sure that you have the software installed for vista. The preview option for scanning 35mm colour negatives appear to be a feature in the software that comes with the Epson scanner.
I suggest that you contact Epson to check if there is an updated software version for Vista. Here is a link I found for the Epson Support website:

Are you suggesting the driver I have installed for my EPSON 2400 Perfection scanner is the cause of both the "Settings.ini is being used by another process..." AND the restore ERRORS I'm getting?
Also, just curious, where in my post did I mention anything about Espon scanners being attached to my workstation? Do you access log files that my workstation sends in to Microsoft?

i think you have found your solution already. You created another admin account and you are experiencing no issues, which points toward a corrupt user account. Please visit Fix a corrupted user user profile .

- Well, yes, that did the trick for me, but unfortunately this resolution is akin to "reinstalling the OS", while I stretch my analogy a little, it non the less had a productivity hit on me for a couple of days until I was back to square one. So, I really don't think what is described as a fix in the "Fix a corrupted user profile" is anything other the a workaround.
